Higher difficulty changes more than a reward label
The PTR help says enemies gain additional abilities at higher difficulties. It also describes reinforcement counterattacks as more frequent and aggressive. A route learned on Normal can therefore encounter different attack pressure on a higher setting.
The available sources do not establish one universal percentage multiplier for enemy Health, damage or Bound Silver. This guide keeps that distinction clear rather than turning difficulty names into an invented farming-efficiency table.
Use control rules as a stable reference
Yellow and grey cast bars, silver and gold enemy markers, and Control Immune effects explain whether an attack can be stopped. If a new higher-difficulty attack defeats you, first distinguish a protected cast from an unprotected one and a control-immune enemy from a vulnerable one. More damage is not a universal replacement for the correct defensive response.
Achievements provide specific difficulty goals
PTR achievement records distinguish completing any tale on Normal or higher, Veteran, Heroic and Mythic, and also distinguish difficulty-specific Final Confrontation achievements. Those records are useful collection goals. They do not prove that every preview cache reward is final or that a quest with “Veteran” in its name has an unstated difficulty requirement.
